Is England following the Scottish plan-led system?

Following yesterday’s release of the final version of the National Planning Policy Framework (NPPF) by Westminster Planning Minister, Greg Clark, it appears to me that England may be reverting to the plan-led system that already exists in Scotland.

Although the changes will only affect England and Wales (and will not impact Scotland) we have heard that a review of the Scottish planning system may be announced before Easter. It will be interesting to see if this assists in boosting the currently sluggish development and construction industry. The changes to the NPPF have been welcomed by the British Property Federation.
